I’ve been very lucky because the legal area that I practice in has not only challenged me intellectually but also given me a meaningful way to help people in need. I’ve heard residents talk about what a huge difference getting affordable housing has made in their lives; in cities with acute affordable housing shortages, I’ve heard residents compare it to winning the lottery. It’s great to play a part in that.

With almost four decades of experience in the affordable housing arena, William (Bill) Driggers represents clients in tax credit matters, particularly Low-Income Housing Tax Credits (LIHTC) and historic rehabilitation credits. He advises tax credit syndicators, investors in syndicated tax credit funds, and developers of multifamily housing and historic rehabilitation projects on structuring LIHTC investments.

A skilled problem-solver who likes to tackle difficult issues, Bill finds it rewarding to negotiate deals and help clients navigate the complex regulatory environment that surrounds these projects. His creative aptitude results in innovative ways of applying the rules to structure favorable transactions. Bill’s interpersonal skills include an openness to learning and to understanding others’ viewpoints. This congenial approach enables him to overcome friction and engender the kind of collaboration that gets deals closed.

Over the years, Bill has enthusiastically passed along to more junior attorneys the knowledge he’s gained in many years of transactional work. In addition, he has compiled a database of IRS rulings and court cases pertaining to LIHTC and historic tax credits, as well as training materials on Section 42 of the Internal Revenue Code. He shares this information and his insights with colleague attorneys. In the past, he frequently spoke at seminars and conferences about low-income and historic tax credits, federal taxation of partnerships and partners, and real estate transactions.

  • Currently working on updating his database of IRS rulings and court cases pertaining to LIHTC and historic tax credits and on converting his training materials on Section 42 of the Internal Revenue Code from teaching tools to reference materials.

I listen to a lot of music and particularly enjoy hearing it played live. I’m a fan of the Knoxville, Tennessee, avant-garde music festival called Big Ears, which I attend annually. I work out regularly and used to do a lot of scuba diving in the Caribbean and elsewhere. In addition, I like to challenge myself. For example, I’m phobic about heights, and I recently challenged my fears by doing the SkyJump (once during the day and a second time at night) off the Stratosphere Tower in Las Vegas.
