Jessica (Jess) Glynn Worthington helps structure, negotiate, and complete financing deals that result in new or revitalized community development and affordable housing facilities. She advises clients on an array of development and funding issues.

Jess handles both new build and renovation projects that use state and federal funding from tax subsidies and other programs. She particularly enjoys working on community development projects that help preserve and restore existing communities using Low-Income Housing Tax Credits (LIHTC), Historic Tax Credits (HTC) and New Market Tax Credits (NMTC), as well as bonds, government and non-profit grants, and bridge and leverage loans.

Clients appreciate her ability to pull solutions from previous deals, as well as her up-to-date awareness of financing resources that others are using across the country. She excels at bringing the right people together, determining the various parties’ objectives, and spearheading collaborative actions that move deals forward.

  • Represent developers in the acquisition, predevelopment, financing, and rehabilitation or construction of affordable housing projects using Low Income Housing Tax Credits, tax-exempt bond financing, commercial loans, and other state and Federal funding sources.
  • Represented developer in a neighborhood revitalization project using traditional commercial financing and New Market Tax Credit allocation from seven (7) community development entities.
  • Represented a national nonprofit developer rehabilitating a historic theater using Federal Historic Tax Credits and local funding sources. Represented the same developer on the construction of an adjacent affordable housing project using Low Income Housing Tax Credits and tax-exempt bond financing.
  • Represented a joint venture of regional developers in the rehabilitation of a multi-use historic building with a hotel, athletic club, offices, and retail space, using Federal Historic Tax Credits, State Historic Tax Credits, PACE financing, bridge financing, and a commercial loan.
