The HUD Housing Choice Voucher Program, administered by state and local housing agencies, is a critical resource for lower-income families that may be provided in the form of tenant-based vouchers or project-based vouchers (PBV). Since Congress stopped funding new PBRA contracts (with the exception of RAD conversions), PBVs are often the only source of new project-based rental assistance for the new construction and preservation of affordable housing projects.
Klein Hornig brings vast experience working with clients and public housing agencies from the initial request for proposal (RFP) and award, to contracting and compliance. Our experience includes:
- Navigating competitive and non-competitive selection processes, environmental regulations, and construction commencement rules, and securing HUD regulatory waivers where necessary;
- Negotiating agreements to enter into housing assistance payments (AHAP) contracts and housing assistance payments (HAP) contracts;
- Applying for tenant protection vouchers (TPVs), including enhanced vouchers, and project-basing TPVs;
- Assigning and extending PBV HAP contracts; and
- Working with HUD-VASH Vouchers for military veterans and their families.
